What is Martyn's Law?
Martyn's Law is the informal name for the Terrorism (Protection of Premises) Act 2025, which received Royal Assent on 3 April 2025. It is enforced by the Security Industry Authority (SIA). Named after Martyn Hett, one of the 22 victims of the 2017 Manchester Arena attack, it requires responsible persons at qualifying premises to implement public protection procedures and, at Enhanced Tier, public protection measures.
Martyn's Law Standard Tier and Enhanced Tier
Standard Tier applies to premises with 200 to 799 individuals including staff. Enhanced Tier applies to premises with 800 or more individuals. Both tiers require SIA notification, public protection procedures, staff training, exercises, and maintained compliance records. Enhanced Tier additionally requires a terrorism vulnerability assessment and a designated Senior Individual.
